One of the key objectives of the EU's energy policy is to integrate the national electricity markets across Europe. However, effective integration requires that the system operators controlling the transmission lines between national grids provide sufficient transmission capacity. This study highlights reasons why the current electricity market design may be inadequate in this regard, and analyzes a number of possible market reforms.
