The initiative for the, inquiry came early in 1967 when the National Institute of Economic a11d Social Research, London, invited a number of other economic research institutes in Europe to participate in a joint study. The invitation was accepted by the IFO-Institut für Wirtschaftsforschung, Munich, the Istituto Nazionale per lo Studio della Congiuntura, Rome, the Industriens Utredningsinstitut, Stockholm, the Österreichisches Institut ftir Wirtschaftsforschung, Vienna, and the Bureau d'Information et de Previsions Economiques, Paris. The French institute, after taking an active part in the first stage of the inquiry, was unable to continue in the second. On the other hand, the National Bureau of Economic Research, New York, joined the group for the second stage in 1969.
