Public Service Contracting and Regional Development

Service contracting makes up a significant and increasing share of public expenditure in Swedish municipalities. Previous research has compared the cost and quality of publicly financed services that are either produced in-house or purchased from private companies. This project studied how this make or buy decision in Swedish municipalities varies with regional business structure and economic development. In particular, the political explanations of public sector outsourcing were studied.
