Without question, technological developments during the 2000s have changed society fundamentally. Much as earlier industrial revolutions redrew economic and political arrangements, the ongoing IT and digital revolutions have far-reaching repercussions for the structure of society. 

There are undeniably great gains to be had from the new technology for the European Union (EU) and its member states. New innovations in the area may enable the Union to maintain and perhaps even to increase its global competitiveness. At the same time, a variety of voices warn of the problems that follow in the wake of the rapid technological shift.
